Recharter Period: October to December 15th
Online System: November 1st to December 15th

Each year Chartered Organizations (School, Church, other) which own each Scout Unit, sign an agreement between the BSA and the Chartered Organization (each LDS Ward).  This process is called Recharter.

What is required:

  1. Current Youth Protection from All Leaders 
  2. Wolf & Bear Den Leaders are required to complete All Online Training
  3. PRINT & SIGN: BSA Applications for Adults in a NEW Scout Position
  4. PRINT & SIGN: Recharter Printout (from Online Recharter System) – Form EZ
  5. PRINT & SIGN: Chartered Organization Agreement
  6. PRINT & SIGN: Journey to Excellence Scorecard 2016 (Cub Scouts, Troop, Varsity, Venturing)
  7. PRINT & SIGN (Bishop & Committee Chair):  List of All Boys from Ward (divided into Units as of January 1st 2017) AKA MIS List
  8. Annual Recharter Dues (Paid by LDS-Church – Salt Lake)
  9. Optional – Boys Life Magazine Subscription $12 per year


Best Practices:


  • Choose a Recharter person, who will lead this process
  • Send Recharter Contact to District Commissioner
  • Go to my.scouting.org and get roster and leadership list
  • Get Unit List of Boys/Leaders (from Scoutbook or LDS MIS)
  • Compare List to Unit list and make updates (add boys/leaders)
  • Drop off completed Applications to Scout Office OR Fax to Council Office
  • Collect money/dues based on the list (for the NEXT Year)


  • Go to Roundtable to pickup Recharter Information & Login
  • Emails with Information will be distributed
  • Finalize List and Leadership Updates
  • Collect any missing money and applications


  • Enter the Recharter Information into the Recharter System – https://scoutnet.scouting.org/ucrs/UI/home/default.aspx
  • Complete the Online Recharter Process
  • Make sure you complete any missing paperwork
  • Print and Sign the Required Documents (See Top of Page)
  • Write Check to OCBSA or Orange County Council for Total (LDS Church gets billed)
  • Deliver Paperwork to Unit Commissioner or Roundtable
  • Celebrate!!!

Upon Completion of Recharter, your Unit will receive a Charter Certificate (Jan-March following year).

Internet Rechartering

Attention Scout Leaders:

The unit charter renewal process is essential to the continued growth of the Boy Scouts of America. Internet Rechartering is an Internet-based application that is indirectly connected to the Council’s ScoutNet membership data and provides the ability for unit leaders to complete the paperwork portion of rechartering from their home (office, etc) over the Internet. Units will love this proven method; it’s easy, convenient, and accurate because you enter the information yourself!

Here’s how it works:

Each unit will receive a booklet with the Access Code from their Unit Commissioner at the District Roundtable for internet rechartering. The unit selects an adult to complete the online process. This renewal processor uses the access code to log onto the internet rechartering website ( First time user each year), selecting to start the process with current ScoutNET data (load roster from Council) or data from unit-management software (Troopmaster).  At any time, the renewal processor can suspend the electronic rechartering process and return later to the last completed screen.

The system lets you enter new members, renew current members, and update information for any registrant.  When completed acquire the Charter Org Representative  e-signature via online tool (see booklet for process).  Submit the updated unit renewal roster electronically to ScoutNET.  (no draft copies ) You must print the Final EZ Summary Charter Renewal Report. Attach any new applications & JTE Form deliver to your District turn in Night, plus a check for all fees or for the 1st time the 2018 fees can be paid online with a Credit Card, included is a 3% convenience fee.

All BSA policies are enforced throughout the system, so what you enter is sure to meet all requirements. Remember Youth Protection training is required before a leader can register, go to www.my.scouting.org to take the on line course.
